Desktop cannot boot up
if u suspect the graphic card faulty then just get a new GPU.....since it is quite old already.....afterall u need get new GPU even if u need to replace other part eg motherboard btw ur board no onboard GPU https:

@ OP - you can try a different cable with the iGPU in case it is a cable problem

1. Try a different display cable. If can try across the different port too. 2. Try on a different monitor, maybe a TV if u don’t have another monitor, just to test the output If all still can’t, might be mobo up lorry, or ur display up lorry. If able to light up on ur iGPU, might be PCIe lane died, 6
If you know how to set your BIOS again, reset the CMOS and try. Sometimes, you've set the Primary Graphic's Adapter to start as PCI-E and not Onboard thus just changing the cable to onboard will not work.
your motherboard not uplorry. intel display drivers have a bug where hdmi will not output until you manually change in display settings. Vga dont have this bug so use that one first, to change hdmi settings
