To answer both questions.. Yes and yes. WoL can be wonky on ASRock board. Previous BIOS version broke WoL. Current 3.20, my WoL is working fine. USB option can turn off power i believe. I turned it on to charge my phone. Go to Southbridge configuration and switch on Deep Sleep and try. Lastly, booting depends on your configuration of Memory timings. I've played around with my memory settings until I found a configuration that do not train memory every start up and just boots to splash screen right away. Having Samsung B-die memory helps too.
